Duplicating policy pages and SEO

I have several personal blogs for which I've wrote my own 100% unique policy (terms, privacy and copyright) pages. I want to have these pages on all my sites and hope to save myself a lot of time by copying them and changing minor details (pretty much only the website's name and link where it's referenced). Would really appreciate some insight on a few questions...
  1. Would Google penalize me in some way by thinking I'm plagiarizing?
  2. Should I make the policy pages nofollow/noindex? (I don't really want to though)
