If backlinking is important for SEO, and a link exchange is a good way to accomplish this, how is the best way to ask for a link exchange? Would you email them cold, tweet them, FB them, or call? Is it as simple as saying, "hey, let's do a link exchange on the front page if both of our sites." Just wondering the best way to approach this as to bit get laughted out of town.

The best way is finding link partners in forums, some webmaster forums have link exchange section where you can post your requirement.

Other way is collecting emails of webmasters who do link exchange and use gtalk of gmal chat for link exchange purposes.

I consider myself link exchange is spamming waste of time. You try some other off page activities like directory, article submission, social bookmarking, blog commenting, guest posting..etc.
