Is This Black Hat SEO or Just Some Secret?

I was doing some competitive research for a new client and came across learnguitar dot net.

They get seo positioning for more than 900 keyword phrases and have only 11 pages indexed on google, and only one that has any real content to speak of.

If you search for "on demand guitar lessons" you get this search result right? See the page title and their domain name (learnguitar.net)...the home page, their main sales page.

But, then when you go back to google and search for "best guitar school" you get this result, which changes the page title and the meta description (or whatever produces the description on this particular google listing) but points to the same home page (learnguitar.net)

When you click the link to get to the home page when you get there, the page title is back to showing online guitar lessons.

Is this within google's guidelines #1 and #2 how would this be programmed?

    I see this very often especially on files download sites. My search term will show up bold in their title page & description, but I clicked the link, it brings up a page totally unrelated to what I'm searching for. It must have to do with some smart programming there but its well hidden when you "view page source". It'll be interesting to know how these guys did it.
