I am looking at a niche product, and my target keyword is "PRODUCT NAME cost", where product name is the actual niche target.

productnameCOST.com is available only by auction (about $2000)
productnameCOSTS.com (with an S is available)

Longtail shows "product name cost" at 50,000 global searches and 4.12 CPC
Longtail shows "product name costs" at 28,000 global searches and 4.07 CPC

I plan to spend about $1500 on site development. Should I spend on the more expensive name? Is there any difference for SEO?

Thanks!

No. Google will know what your site is about regardless of the 's' as long as you fill it with pertinent content.

As above, it will not make any difference whether the "cost" is plural or not.

I feel very sorry for the person that purchases the domain at auction while this is available :/
