Will a business directory lower websites content quality?

I have a PR4 website about a destination about 300 pages with unique high quality content. Now I want to add 10 000 businesses to the site - like a business directory. Here people can add comments, see maps and review services. But my belif is that only like 5 % of the pages will have useful content (user generated). The rest will be standard content like business name, address and more. However I will get a very large scale website that is relevant to my topic.

Will buildling this business directory lower the total value and trust of the domain/website?

Could it be wise to automatically have a "noindex" tag on pages that not user generated yet and let my site grow over time?

Could putting it in its own subdomain be a good idea?

What do you think?

I have done lots of directories. In my experience, user content is lower than 5% until you have lots of traffic. As far as lowering your authority, I don't see that happening. I use directories to promote other sites and have great success.
