    They've been doing that for awhile actually, it just seems that some of the bigger blogs have picked up on it and started pushing it recently

    BS in my opinion. The google always wants to makes an impression that he cares for you. Please email us if you think your website has been affected by mistake, please contact us, please blabla. Then they actually do nothing, and this is especially true for spam reports. They just ignore most of the spam reports, and do not worry about penalizing them. They do browse through the reports though to inspect for some "interesting" news ways of web spamming. But to actually hurt a competitor with a spam report is practically impossible.

    Google.... turning trolls into tattle-tales since 2013! Wonder how many people have reported whatever site(s) happens to be ranking above them for their target keywords at this point? Hmmm... Do I smell a new 'WSO' strategy? lol.

    This was kind of shocking to find, for some reason.... Seems like a lame move for a company that made $50 billion last year.
