Strange PPC behavior with niche

Here is a screenshot of an adword account that I am running right now. So far, content ads are great but search ads sucks.
I called Google and found out that two keywords in broad match were interpreted as the same keyword and making a conflict. The niche is so targeted that it seems Google knows nothing about its content, so the keyword tools (and other keyword tools) are of little use.
Any tips on how you would optimize a search campaign in a similar scenario?
