Can one good link/keyword increase rankings of other keywords?

My question: can one good link/keyword increase rankings of other keywords? Direct or indirect ways.
Previously was reached general meaning here that quality link can increase PR, but PR can't help to rank.
But viewing from other side:
1. Good links build site reputation - probably right.
2. Reputable sites ranks well - most likely right.
IF 1.+2.= true, then good link can increase rankings of other keywords - all keywords will rank little more easy.
What do you mean?
