After recent penguin/panda update, SEO has become even more competitive now. All old tricks to gain backlinks are useless now. It's time of content marketing + social sharing...just follow it and you will see yourself on top of search engines.

Visit Google webmaster help, read a lot, which is free, create great content (quality, interesting, impressive) that people will love much, and watch your Website Usage Metrics.

Just write a lot of content.

Also guest posting, forum participation, and link outreach works great as well.

Publish more high quality and relevant content, then make sure you share it on FB, Twitter and G+.
Engage in conversations on said social sites, start your own hangouts and pages.
Even if they don't get much traffic you're showing Google that you're serious and giving people every opportunity to engage with you.

Just make sure that your on-page SEO is 100% before doing anything else. Then find blogs in your niche to guest post on, and backlink those guest posts to your website.

"Guest Post Hunter" is a really good $20 tool (almost free ) which will enable you to target relevant blogs from your niche which accept guest posts.

Two things I would recommend... focus on your onsite content and optimize it. If it's a WordPress blog you might want to install something like SEO Press (not free) or see what it does and replicate that by hand.

Then, I would focus on building backlinks through comments on articles, answers to questions on yahoo answers etc. The best way I've found to follow this is to add your keywords to Google Alerts and then reply to people asking questions on forums, blogs, yahoo etc.

You can do SEO with no money, but instead you will spend TIME, posting quality original content, advertising and updating your content.
