Does Penguin Penalize Websites or Web pages?

Well my question is does Penguin or any other Google updates penalizing websites or webpages? If updates penalize webpages then we can easily shut down the page and start a new one. But if Google is giving penalties on websites then we have to think about new domains? Any insight?

    If your content is good and link structure is natural and relevant then you need not to worry about Penguin 2.0. Make sure you are going to start a site with high quality content!

    Based on my research, Google penalizes pages. Just as an example, if you have tons of spammy links pointing to the internal page that used to rank before with a targeted keyword, it will no longer be ranked, but you may have good natural links going to another page or a main, and that will still rank fine. Hope this helps.

    As far as I know Google gives penalty on the domain. But if Google penalizes webpages then why should we be worried as we can easily delete a page and start a fresh new one with same contents?

    Thats a good question. I can say that on one site, I over optimized the homepage for two keywords, I went from first page to page oblivion. But the home page still ranks for other keywords. Maybe rather then ditching the domain, you can see if you can still rank for other keywords. I can also say that I did loose traffic throughout the entire site where I didn't build any links to those pages. But there could have been other factors involved in the update that we are unaware of, that could have caused the loss of traffic. For instance, maybe Google is just favoring authority sites a little more, or domain age, or maybe I lost traffic as a result of lack of links.

    Pages that got linked to naturally maintained there ranking and didn't drop at all. I did have one page that went viral and got dozens of natural links and substantial PR, that page got penalized too...go figure.

    Penguin 2.0 penalized entire domains for specific queries (2.3% of queries with this latest update).

    One such query is "SEO services". I saw a website (unnamed) go from page one to page four for this term. This website had been on page one since 2008 for the term "SEO Services".

    They were most likely targeted because of an unnatural link structure.

    Penguin usually affects a site on a page and keyword level.

    Penguin doesn't 'penalize' anything. Penguin devalues incoming links, which causes rankings to drop.

      That's not a penalty. It just means that some of the links were devalued. If it were penalty, the site would have dropped tens of pages or nowhere to be found.

      I disagree. If your incoming links are seriously over optimized, Penguin will penalize you.

        So what's the difference in ranking between a 'devaluation' and a 'penalty?'

        A devaluation means the 'link juice' has been removed to the page, reducing the value of the target terms in the SERPs.

          A devaluation means the 'link juice' has been removed to the page, reducing the value of the target terms in the SERPs.
          And penalty means your rankings reduce more than they should by devaluing some of your incoming links.

          Also, if you get a penalty, it's very difficult to recover. This is not the case in link devaluation when you can recover simply having more better quality backlinks.

    Penguin is a site level update which means if one webpage of a website is affected by it, the whole domian will also be affected.
    In case your domain which was previously ranked well, is affected, you don't necessarily need to get a new one. You can simply submit a reconsideration request to Google after cleaning up your backlink profile.

    From what I've seen it's a site wide penalty. Try using something like Traffic Travis to see how individuall pages are ranking, but like I say, in my experience it was always my entire sites that got hit.
