Oubound "do follow" to be totally eliminated?

I suppose you've watched Matt Cutts' recent videos about the fact that Google is again punishing sites placing "do follow" (other wise no-"nofollow") outbound links. It seems like they're annoyed pretty much of all outbound links that pass PageRank.
If you think: basically Google would like to eradicate all links from site-to-site that are not "nofollow".
This means: we shouldn't have any link that passes PageRank.
If you've read the recent press releases, articles and have seen Matt Cutts' videos, then this is the way you can interpret it.
We are still allowed to use standard/"do follow" links on our sites for pointing to our own pages...
But: I have found a vast amount of sites, even big massive, famous sites that are NOT using "nofollow", but freely point to wherever they wish.
What do you think about these developments?
