Recommend An Adwords Campaign manager

Hello House,
Advertising on Google Adwords has never really being my thing as the news about their strict rules of engagement scared me years ago when I wanted to build a business around them by myself. I drive traffic to my offers from other stable traffic sources but somehow I feel I should now tap into this particular resource, hence this topic.
Can you please recommend a good private ppc manager that can manage an Adwords campaign for me? I once used Network Solutions in 2011 but the traffic was so poor that I decided to stop using them since I wasn't sure anymore if it was really Adwords traffic. At this point I think I want to deal with trusted individuals who can add up my site to their Adwords account and create live campaigns and manage it for a monthly fee. I don't want to deal with bogus companies with their bogus software anymore.
I intend to start with the sites: SchoolandDegrees.com or OnlineDegreeCentre.com promoting an Edu offer for which I was recently approved at BrokersWeb..
Any inputs or advice anyone?
