Adwords did not fulfill daily budget? Help?

Hey guys,

Quick question,

My adwords account did not fill its daily budget for clicks, is this because the keywords im targeting do not provide enough volume?

And how can I accurately check to see based off the KW's im bidding, what my estimated traffic volume could be ?

Im getting over :

LOW Comp ( Broad)
1,830,000 Local
1,830,000 Global

60,500 Local ( Exact )
60,500 Global

( why is local and global exactly the same? )

What is the process to accurately determine how much PPC traffic can be generated with a keyword?

      Try increasing your bid price but also look at your keywords. If your bid is too low, it will limit the number of impressions and clicks you get. Also, if your increase your keywords to include related keywords, you will get more impressions and clicks, but make sure they are keywords you want to receive traffic from. You can also make additional ads that target other top keywords which could improve your quality score for those keywords, which will bring more clicks for your budget.
