Even if you don't go through us, this is the course of action I would take. For your first tier I would recommend using web2.0 websites such as blogger, wordpress, etc. Once you get some initial links then I would get blog posts, varying the anchor text back to your webpages. Varying anchor text is a critical step here to avoid penalties.

After some base links, social network signals are a good option. Things such as facebook, twitter, pinterest, stumbleupon, google +, etc, along with traditional social bookmarking. These social ques will help tell the search engines that your website/webpage is legitamate and should be allowed to rank.

If you want to go to tier 2 you can go with forum profiles, wiki links, blog comments, and a larger network such as BacklinksIndexer, which is a links to links service but quality enough to go to money site and deep inner pages.

You should also be sure to keep visitors on your website as long as possible to increase its quality score to Google. This can be done with a video at the top of your webpage, or excellent copy writing skills.
