Question About Google Ads and Remarketing

Google Ads is one of the few areas I've never really touched, so I know very little about it. Hoping you can help me with a question.
In a nutshell, I'd like to know if remarketing can be used on sites that would otherwise have no shot at making money with Adsense. Let me give you a hypothetical.
Let's say I had a fansite for Bruce Springsteen. It gets a lot of traffic but I can't really make money with Adsense because the CPC for keywords related to Bruce would be so low, and many of them wouldn't even be allowed by Google.
But could I use the Google Display Network instead? In other words, could I set up my Springsteen fansite to display ads based on what visitors have seen on visits to other sites? And I mean exclusively. So no context ads based on the site's content. Just ads that are releveant to individuals based on their previous browsing online.
So a site that allows only remarketing type ads and nothing else. If this is possible, it would allow a lot of niche sites to make a little money where before, if you could only show context-related ads, making money would have been impossible.
