What to do if someone cites your work without leaving reference?

I had someone cite a paragraph (copy and paste) from an article on my site and post it on Yahoo answers, but they didn't cite the my article page as the reference (the page extracted from). Sometimes I don't care about this...but this is a high end writing. What is the best way to contact someone from Yahoo answers? I clicked on the "report abuse" link but I think my complaint will only apply if someone else complains that is reputable. I still filed a complaint through the link though. What else can I do?
