When to use disavow tool? after removing the bad links manually or before?

Hi everyone,

Okay, i've 2 questions:

Question #1: Our company website's traffic and ranking was very badly affected by the latest penguin 2.0 updates but we received no spamming message from google in our webmaster tool account, But we almost lost 70% of organic traffic to our website. My first question is should i use the disavow tool to disallow the bad links and submit a re-consideration request to google?

Question #2: Am analyzing all the links to our website and listing the bad ones, am almost 50% done with it, but it's a long process, we have a lot of backlinks and it will still take some long time to analyze all of them. My question is can i disavow the bad links first or should i try to remove them manually first? and if some links still left and i can't be able to remove them than i disavow them?

    1# Yeah you can try but sucess rate is extremely low so it's probably a better thing to start over a new domain.

    2# Try to remove them ''manually'' first , keep proof of removal requests and put them togheter while sending a reconsideration request to google.
