Where to Get Penalty-Friendly Links?

I realize this might be kind of annoying question..

Considering that links that are OK today might be considered SPAM tmw..

But I am just tired of doing SEO and wondering if I will have to disavow the work I am buying...

I was jus wondering if anyone knows of a true premium source to get SEO work done?

I really no longer trust anyone and I was wondering if anyone know of any super reputable place.

    A general rule of thumb I'd advise to use is.
    If you can go to a site. Sign up for free with a valid email address. And with that obtain the ability to place a link on that site. It's a bad place to build link to your site from.

    Outreaching to other webmasters in your niche would probably be the safest play if your on a tight budget. Guest posting etc...
    If you have a budget, building your own private blog network of sites would be a better play.

    Look for homepage backlinks in your niche, then you can get backlinks with a good PR on the homepage of a site that is related to your website.

    Mainly, you have to think of quality, relevancy and natural links..avoid automation, do it on regular basis slowly..
