Keyword Selection with country name

I've optimized our companies pages for the keyword, web hosting and reseller hosting.
But we are targeting our country, South Africa.
Hence s it better to rather use web hosting south africa and reseller hosting south africa instead.
I seem to rank on page 2 for reseller hosting but wondering if I change title, h1, and keyword everywhere on page would it rank better?
