Anchor Text Spamming Question

Assuming for a moment (this is entirely educational, just curious) that a website spammed backlinks with specific anchor texts, so now the website has 100% anchor texts on this search term.

When Google penalises the website, which it will.

Is it possible to remove the penalty by making different anchor texts and reducing it from 100% to 10%?

Or would the penalty remain in effect indefinitely?

Note: Please assume that no black hat techniques would occur for simplicity.

    Theoretically yes, practically depends. In any chase you would need to wait the next penguin refresh to see if this worked or not. However while we always talk about only two penality types I'm pretty sure there's many other factors involved when google hammers you down, so it's always a hit and miss game.
