Yes. On low competition phrases a good social profile plus Google authorship should be enough, especially if your content gets shared a lot.

Don't forget, nobody has to build links to get them. Many links show up naturally.

Google bot use link to go from web-page to web-page. So backlink is the number one factor to ranking in Google.

So If you don't want to build link, you will need to have good content then you need to spend money to promote your content at the startup

well actually one of the best thing to rank up is branding. a good example of branding is "Chocolate" on top 10 search you'll find hersheys, cadbury etc.. why? because they are well known brands of chocolates. and that's called branding. before SEO don't exist but still Herseys and Cadburty reigns over search engines on chocolate category.

If you are lazy in link building, you need to have a blog. Each blogpost contains a targeted keyword which has low competition. Not all keywords you can rank with this method. So you need to scale it up to hundreds of blogposts. Make sure all blogposts are original, unique and not duplicate. Then you will get steady traffic with this method.

Leverage the power of an "authority" site and target low competition phrases. You can very easily rank YouTube videos, Blogger blogs, etc, with very few, if any, backlinks as long as the competition is weak.

As others have said, with a low competition phrase or keywords then yes you can do only social SEO while focusing on content. However, it is likely that anyone else competing against you will still beat you by having a better backlink profile.

Internal linking is backlinks, and I imagine that all pages one
creates have some sort of hierarchy. Backlinks come in all
sorts of flavors, they even have nofollow with them.

These WF threads rank with zero outside backlinks, but the internal
      ones and authority are golden.

One could say it is possible, but very seldom do you ever see a page
that a normal person would create under usual circumstances with "zero backlinks."
It's got to come from somewhere, right? If you create a new website from a
new domain, the index page perhaps has zero backlinks. But if you add a subpage,
and linked to it, and from that back to main page, instantly you have created
      a backlink for both pages.

For big ticket new sites, like zillow and kayak were, they instantly got
a zillion backlinks across the web due to marketing and being too big
      to ignore.

    I agree with Paulgl.

Google technically doesn't really care whether your backlinks are from an other post of your website or from an outside source. Of course it may have a different weight but I ranked two of my websites heavily depending just on internal linkjuice and it worked.

If you have a blog just try to link from every post to your home page strategically and you will experience rankings without backlinks.
