What are the best places to get links from a sites?Please make them with the right order, starting from the best you think?

internal page that has a link from the main menu
home
link from the main menu
blogroll
link from an existing internal page with a content
blog comment
from the this part of the site, that is the same for the whole site, I mean footer and so on.Do you see the difference if you get links from footer or from the top of any site.Is that true that Google will consider these links as paid.

Please tell me what do you think about paid links?Can Google think that some of our links are paid only because they are from footer for example?What are the best links for you?What are good links, but risky for penalties?

Best place? Uhm, contextual homepage link from whitehouse.gov would be sweet... I would be like:

creating unique, compelling and informative content is the key for getting quality backlinks. You can enhance your link building further by doing social bookmarking, social media marketing, article marketing etc.
