Google Trends for New Keyword

While trying to choose a primary keyword for a new site, I'm checking google trends as well as google keyword tool. It's interesting to me that some of phrases related to my keyword that came up in the rising or breakout list in google trends don't even register as having any search volume at all in the google tool.
Is this just due to how often google keyword tool is updated? Is it smarter going with a rising term from google trends? That's my inclination.
