Safe backlinking post google algo update?

My web site 1st compucare . c o m was ranking highly on google .co. uk prior to the latest penguin algorithm update.
Since then the ranking plummeted... I was using various techniques such as web 2.0s with unique content... tiered back linking using UAW... and I had added it too many directories... I used the disavow tool to remove the bad backlinks...
However instead of trying to restore the rankings of my old web site, I turned my efforts into creating a new web site.

I am focussing now to optimise the site using on page seo techniques... yet I'm wondering what are the best off page back linking strategies that have little risk of being penalised in the future by google?
I have some guest articles and guest posts... that are on high pr sites... Is it still a viable option too add a back link on these posts too my new site... I'm sure the content they provide is 100% unique... I realize the risk that spun content brings so I won't be using any.
I was just wondering if anyone could point me in the direction of some good seo techniques for 2013?
I have been told the keywords pc cleaning, computer cleaning, data centre cleaning aren't that competitive... and I could get ranking quickly for them especially as I'm only concerned with the ranking on uk based search engines google.co.uk and bing.co.uk
If anyone could give me some advice I would be grateful.
