Need Adwords help, willing to pay!

Ok, I've read many books and online material, and these forums. I've learned a lot, experimented, and not finding success...
I need someone to log into my adwords account, guide me with some actual practical solutions.
I'm in the Forex/Stocks/Trading/Eductation niche. I have my own video seminar product, have been selling it through clickbank for about 5 years.
I want to expand into Adwords marketing. I find that the most-searched words are very competitive, sometimes $19 per click! The ones that are affordable have extremely few searches per month. I'm only gerring about .2% CTR, need to get that up to 3%, but it's not happening!
At this time my biggest challenge is getting appropriate/optimum targeted impressions, and getting a decent CTR.
