High PR 301 to index page - quick power up?

I've recently had a site over taken by a big player, and I noticed that their page is just a landing page (as is mine) with no external links showing.
I suspect that they are ranking partly because of the power of their root domain.
We both use landing pages extensively, and I have around 40 pages - one for each suburb close by which makes link building hard. They have thousands.
Then I thought - what if I buy a high PR domain and 301 it to a new index page containing keyword anchor text links to each of the suburbs? To make it look natural I could make it a map with blobs like Google places.
I'll never want to rank the new page, and link juice should flow to all the suburb pages.
Anyone have any experience of this kind of stunt ? How safe/unsafe is this?
