Hey man, that is such an open ended question.

Honestly, $200 as a one time investment wont rank you for much. It really requires a continuous, long term investment.

If you want to start for cheap, you can do a lot of stuff for free (See my link building guide), the most cost effective method would probably be a VPS preloaded with SEO tools.

I am making a case study now where i used SEO tools to rank a number of YouTube videos page 1 in Google and make money doing it. Hope that gives you some ideas.

You could also start a blog network and subsidize it by selling links on the sites you purchase. I've done that before.

Personally, I believe you should hire someone who is capable of writing good content and knows his way around the world of off page SEO, and then get him to write good content in the form of guest blogging and articles.

Although I may be biased as that is pretty much what I do for a living.

Getting the on page factors ready is a must..Doing directory submission and press release marketing will help. And this will get some good rankings to the website in the said budget..

I suggest that you buy bulk SEO articles from professional writers so that you can enjoy discounted rates. Since you already have the budget, get ready with your keyword lists and look for SEO writers who can help you with it. I’m 100% sure that you’ll easily find but just make sure that you don’t just hire anyone. Hire writers only after verifying that they’re capable of delivering quality content.

You won't rank medium competitive kw's with a $200 budget. Low competitive maybe but that depends on your own definition of low competition.

Personally I focus less and less on keywords when I build links, I make sure my website pages are optimized for keywords with decent amount of searches of course and then the link juice will find it's way and the site will rank for all type of variatons of keywords. Once that happens I start to track which keywords with decent amount of searches are ranking at the first page or close to page one and then I add some more links with exact anchor text to give them an extra push up and I will also link the best performing pages together with contextual links and using the right keywords.

It depends on your perspective. For example whether you would like to spend the money to purchase a few strong links or invest it in PPC. If that is all money you can afford at present, using PPC can be a nice bet because you will still enjoy the benefit of improved traffic share quickly. In order to succeed in SEO, allocating a monthly budget seems to be a nice strategy, this is the plan adopted even by reputable companies which offer strong SEO packages to their clients because SEO demands a long-term strategy.

I'd echo rnvc's recommendation... relevant, high PR links is where the most leverage is these days; for a $200 budget, you're probably best buying from an affordable but quality provider and paying per month - theme the links as closely as possible for the best results.

If you can manage a bigger budget, buying your own healthy PR domains is a more long-term option, and can be much more effective since you have the control to theme them with your own related content.
