Rank for a local keyword without any local business

Hi
I've found some very interesting local keywords that I'd like to rank for (something like "atlanta psychiatrists")
The problem is, when i check on google for my keyword, first 8 or 9 results are actual places/real physical businesses on the map (with a phone number, an address, a zip code, ...).
I have no phone number, no physical business to promote, I'm just interested in ranking for that keywords and why not add some adsense or partner up with one of the top results and display a link to their business....
Do you think it's feasible?
I mean, generally speaking, is it easy to rank in front of a local business without having myself a local business?
How does the local business register to have their phone and name displayed?
