Breaking All the Rules & Winning - WTF!

I don't get it, I'm trying to rank a real local business for a keyword phrase that doesn't seem like it should be all that difficult, Memphis Garage Door Repair, and this is the site that's number one...

Memphis Garage Door Repair - Memphis, TN 37501

On the surface, this looks like a zero page rank (according to my toolbar), single doorway page, that is severely over optimized. I know this isn't a very competitive keyword phrase, but shoot.

As near as I can figure out, they have built a link wheel (also something that I thought had become less effective), surrounding garage door with several different location keywords.

This seems like a strategy that should have stopped working as of panda 1. What am I missing. BTW I believe this person setup this network the beginning of last year, based on the whois information for the handful of domains I checked.

Here are my questions:

1) Is this person doing well because of or in spite of the over-optimization?
2) Do you think it's just a fluke and will be 'caught' and taken down by Google?

    Whining like a bitch in heat about how other peoples sites/businesses are ranking, is not going to help you in any way.

    Outing peoples sites/businesses on public forums is bad form.

    Now that you know "how they did it". Why don't you spend your time and energy outranking them by doing it better then they did.

      Looks like he built a whole bunch of garagedoorrepair/city sites and pointed them to his money site according to ahref.com all the sites have a similar look and the little contact bubble.

      1. He is doing well because he has niche links pointing to his site.
      2. Will Big G catch him? They have not yet.....Looks like he set it up right. Will they catch him in the future......Your guess is as good as mine.

      You could always rat him out, or spend the time like Kevin says ....kicking his ass at seo.

      On the point about ratting out....It is bad form here. I have only ever done it once. The guy pushed me too far and was placing links on my site back to his.....hundreds of them. I finally got pissed when he overtook me in the rankings, and all the blocking ips, removing links etc work he created for me. I pointed out his obvious bad link profile to Big G...He only dropped a couple spots. Food for thought.

    Their site doesn't look THAT bad. (I was expecting a lot worse before clicking the link.) A little over-optimized, yeah. And their backlinks are a little shady. Looks like they've got their own little network of sites that interlink with each other.

    That said, it's usually bad form to "out" sites here.
