Copied content and ranking on page 1?!

Last month i saw a site ranking top page google which had copied content on it. Copied text from few places.

No big deal i guess it must be the backlinks or social shares etc maybe.

Now today i see one other site getting promoted which has the whole site content copied from another website (Except the name, link and logo/images).

What can i do in such a situation to bring this site to google's notice?

Can i do DMCA form or i need to be the content owner to do that?

Yes i have to be:

We are sorry, but we are unable to process your request at this time.

I tried reading if there is a way out and found a 404 page over there: http://www.google.com/intl/en/dmca.html

Is google falling apart or something or is it because they are so busy with advertisers and other products that they are ignoing the search engine?

Since i cant do the above then should i contact the original content owner to do the dmca ?

I am sure that would be hard or very time consuming.

I am not sure that is the right way to do so but hey i wouldn't need to do that if google was smart enough to see and understand copied content.

Any other way?

    As a start, grab a basic free DMCA template, fill in your information and send it to the site owner... that might be enough to scare him or her into taking down the site.

    You could also look into what hosting they are using and complain to their abuse@ email address - if you claim copyright and nag them, there's a chance they'll suspend the account.

    Keep creative and start taking the action you can - or, get more links and make your site more powerful... imho, Google tends to rank content based on authority.

    I sure that they rewrite content for more different. Because they can not copy 100% content from other sites, it's easy to get banned from google.

    Until Google verifies the content it has ownership or not, it would keep ranking. If it is your content then you should complain via DMCA as soon as possible.

      It's not your content. If you do this, you are a giant assclown. The owner of the content may have given permission for it to be published on other sites.

      DMCA's can cause serious issues for hosts, so if you go complaining to the host they are likely to take the site down and ask questions later. You could be causing the site owner a lot of headaches and problems when he or she may have done nothing wrong.

      Google can't verify who created the original content. Just because someone drops code from WMT on their own web page doesn't mean they created the content on that same web page.

    People give permission to reprint their articles and not "about company" and services page content.

    Websites do not get banned by google for copying content. It is ethical if using copied content to link back to the source (which could be hidden) but this idea that copied content is a huge risk is not the facts. Yes original content "should" rank higher but it really depends on how "useful" a page/post/website is to how high it ranks. If you want to take down these sites just because they are ranking above you have a few options. 1) Scrape the information on these sites and make "in your own words" you have just as good if not better content. 2) Anti SEO. My guess is these are "churn and burn" sites and will only rank high for a short time, when the rank drops they simply clone and rank again? - For google to stop them it would need a massive revamp of its algo.
