penguin recovery with disavow tool from old fiverr links?

A year ago, naively I purchased a ~50-100 tier 1 web 2.0 backlinks with 5000 tier 2 backlinks. Then penguin update was implemented, I saw my ranks dropped dramatically. Besides those links, I did not do any link building. Right now the site is not ranked at all.

Right now, I plan on building the backlinks legitly. My question is, should I upload the exact backlinks that I purchased from fiverr onto the disavow tool or should I just ignore it? Would this hurt my site from ranking up in the future naturally? In my webmaster message inbox, I did not receive any notifications or penalty. Most of the tier 1 backlinks are 'dead / removed' and the tier 2 backlinks are dead too. Would it be wise to upload the links into the disavow tool? As it may imply that I know of and 'built / purchased' these bad links.

      To follow up, 80 - 90 % of the links no longer exist because the host has closed down or the content has been blocked. I am not sure if the disavow tool is beneficial if the links are already deleted.

      Would the deleted spammy backlinks hinder my future ranks with organic backlinks? If so, how would you recommend in building up the ranks?
