Here are some technical parts each website should be optimized for to get ranked in top 5 for any keyword in Google.

1. Your website should have a load time of less than 2.5 seconds
If you want to rank in top 5 for a highly competitive keyword, then your website should load under 2.5 seconds. If it takes more than 3 seconds, then its highly unlikely you will rank high for high traffic competitive keywords.
Use this tool to check your load time. - Website speed test

2. Should have content worth of 2-3 minutes before scrolling down by the visitor.
Your visitors should be able to stay engaged on your page for 2-3 minutes before scrolling down to read/view the information.

3. Your web-host should have a low ping time.
If your web-host takes 10 seconds to load (some godaddy websites do take this time) then switch your web-host to a new one having low ping time.

Hope this information is useful to you.

*Note: These are just tech aspect of a website, and they alone won't get your website in top 5. Just Google for competitive keywords and analyze the top 3 results.

Using WP super cache plugin can help to reduce load times. Should also make sure any page on your site can be accessed within three clicks (pref 2), a good sidebar system can help this.

CloudFlare can also help with this - I've been using it for over a year and have been nothing but impressed.

True.. but its better to have load time low by its very core instead of using a caching plugin to reduce it.

But if one wants to rank in top 3 for very highly competitive keywords, then the core load time of less than 2.5 seconds and by using cache plugins should have load time of less than 1.3 seconds.

If I measure ping time, I believe the result is relevant only to how fast the host responds to me via my current connection at my current location. Does that really tell me anything useful about my host? Is it indicative of what the majority of my site's visitors will experience?

Ping time indicates how fast the server can be reached from various locations on earth. This same applies for Google when fetching results in specific countries.
If i want to rank my website higher in Google.co.in then i will host my server in india or nearby india, so that my website visitors will get faster load time.

There might be certain Ip address with higher ping latency, so once you know the ping time, then you can ask your host to change the ip.

What magic new algorithm allows Google to determine how "engaging" your content may be, whether above the fold, or not?

It's not really all that far-fetched, as, for example, what MS Outlook does if you ask it to check grammar & spelling:

Many can rank a site even if the website doesn't full fill the above requirements.

      Amogh,

Can you please point me to the information that Google has released saying that these are the three "technical requirements every website should fulfill to rank in top 5 for any keyword in Google?"

I've never seen Google be so specific in the past. Please share your sources.

      Thank you.

        Hey Steve,
Average Visit duration, webmaster tools to reduce website load time, and why does websites taking more than 5 seconds to load does not rank in top 3 (competitive keywords).

Just search for competitive keywords on Google and research the top 3 results.

The above are just 3 technical aspect of a website which does not require you to spend hours doing seo and such ranking stuffs. These alone won't help you to rank your website high, but in terms of technical part your website will be optimized.

This is nonsense. I have a listings site where this doesn't apply on almost all of my pages and I still rank No.1-5 on Google for many dozens of keywords.

The Time your visitors spend on your website increases "Average Visit Duration". As this time increases, google knows your website is more engaging than others for similar keywords and thus gives preference to your website in search results.
Look at wikipedia, and other such websites. They have more than 3 minutes of content above the fold which increases the time spent on these sites.
