Can anyone help me with Facebook ads?

I have bought a few courses but there are a few things that they have not answered so I'm hoping someone here can help me out.
What is the best way to promote a local business contest. I a client giving away a garage door opener and another giving away a MacBook Air. I have tried multiple ads and targeting and I'm not getting any results.
My Ctr for the MacBook is .25 which isn't bad but out of 300 likes I have not gotten anyone to enter the contest. The garage door contest I have only gotten 15 likes at a Ctr of $3
Someone told me I should run an offer to the contest but when I try that it doesn't give me the option for online only.
So anyone who knows there way around running ads for local businesses I would appreciate some advice and if you know of any good advanced FB ads courses I would love to know about them
