one way links - domain nationality

I've been looking for an asnwer to this and cannot find it anywhere...
My website is a south african domain (co.za)...will my links work alot less for me in terms of impriving my ranking if they are sitting on .com and .co.uk domains?
I'm talking good quality one way links on relevant websites.
I am about to start link building but it is so niche in South Africa that it's going to be easier to submit links to .com and co.uk websites as there are more of them.
