If your site is new, it's completely natural. Try to build few links. Anyway, until and unless your site is not in top 20, I don't think it matters whether it's in top 40 and top 100. Anyway, results always keep bouncing from 3rd page to .....Once your site comes to top 20, it should stop bouncing.

there is also a weird thing going on it's that i was having a previous website on this niche
and i was able to be at position 5 at almost a month but then i got penalized for unnatural link because they were too much link for 1month old website
but now i have tried to get the same links as the previous ones but still ranking low could it be a penalty or not

When you compare one site with other sites then there are many reasons and many differences as well.

So try concentrating on each site desperately, don't related one with other...

It is natural that there would be a little fluctuation in ranking but if it is too much then it is due to unnatural link building, to stabilize the ranking, it would be good if you stop building links and see where it stays permanently..

How you can reduce your website bounce/dance?

Make high PR blog comments and high PR homepage links. Your website dance will be stopped by doing so.

No problem. If it is 3 months, you should have seen some good result. Try building links from unique & related content (Web2.0, high PR blog post). You can also do press release. Give importance to quality of links.

Please avoid doing blog comments in a page where there are already 100s of comments. If you want to do blog comments, do only few in related niche.

I think this is just normal for a new site. Just continue working on targeted traffic by putting quality content, updating your website often and making sure that your website is easy to navigate. For new site, the link velocity should be taken one step at time or slowly. Build links from different types of authority - social bookmarking, wiki, web 2.0s, blogposts, etc. Google can easily see or index those links coming from the sites with higher authority.
