Answer to your title.
Work on seo as in blog commenting, link building, directory submission, article submission manually. This will surely help. Also don't forget about on-page seo, you articles should be unique and should consist of quality content.

  Blog commenting will do almost nothing for ranking, try to contact 30 websites in your niche and write guest posts and submit them.
  
  It's so easy and simple, do this on websites with PR2 and above. The higher the PR the better content you will need to create or you can buy content.
  
  I wouldnt waste time with blog comments, most are no-follow and not anchored, your just making spammy links to your site right from the off.
  
  The higher PR backlink you get, the more POWER your site will get AKA link juice.

You probably should use "blog commenting" as 2nd tier links and not directly to your money site.

There are softwares you can invest in which are kinda cheap.... Of course most of these softwares are used for spam but you don't need to use it that way... Each link you find you can check it in majesticseo ... make sure it has good citation and trust flow, look at there links and if its good quality, make your backlink.

If you're in short budget what you can do is to get the article from theleadingarticles.com in $12.

You can use that article on 500 websites and its paragraph level spin article.

Make backlinks on Web2.0, Social Networks like dolphin, boonex, indexu and others..

Don't try out fiverr backlinks on Moneysite.com as thousands of crappy links might get your website out of Google.

some people offer cheap links creation via senuke, but believe me my one client purchase the service and after that came to me that his website is sandboxing. and ask me please check what happened. and when I checked there was a lot of porn links.

I suggest do your self niche related blog commening, article submission, social bookmarking, niche related directory submissions. you can google and make your list of home work.

Best investment right now (and it seems by Google's moves it will hold for some years...):

A good niche writer posting every 2-3 days + intelligent internal linking. That can be "cheap", especially if you can turn yourself into a good writer.

Then you have another way to get good backlinks - be a awesome dude in YOUR niche industry, build trust with people in decision places in emagazines, PR sites, industry related websites, etc etc. But for that you'll need a good dose of communication and follow up, just to make these people listen to you. When you get their trust as a good industry partner, great backlinks come along.

You guys still think about SEO like it's 1998... But for fuk#n sake, it's 2013. Get your sh#t together.

Forum links, comments, 1K paid links etc, will only DESTROY your work.

Link outreach works well. Where you contact a webmaster and build a relationship and see if they can put a link of your site on their site.

Whether it be a sponsored link, or w/e you can work something out so you can get a contextual link.

I would advice you to post your contents on various forums with same niche of yours, blog commenting is another idea of doing it. If you do it yourself it would be good for you will save you some bucks or hire someone who is offering cheap.

The best way to get cheap links coming in, is to create value on your website, so other websites and blogs will start to talk about you.

I did it, and after 1 year I had over 700 links coming in from all kind of related websites, linking in to many different pages, generating real a good traffic.

If I were you, I won't pay for such backlinks... I will get them for FREE!!! Guest blogging is the best way to get a few HIGH QUALITY backlinks. Just be sure to check other blogs RELATED to your niche and kindly ask their webmasters to post your content. Also, offer them something in return if they don't want!

I understand the difficulty you faced with penguin but since you have said that your site is just 2 months old, you need to first clearly analyze your site activities with Google Webmaster Tools and Google Analytics and check how Google looks at your site. Then you need to promote your website, choosing the right service based on the average traffic. One of my sites has given me evidence that directory links still work. I used Directory Maximizer to build a bunch of links for a few keywords to my site a long time ago, and the site is still ranking high for those keywords even though the exact keywords themselves are not even located on the page that the links are pointing to anymore (I changed the page content and it still ranks for those keywords).

However, they are pretty low competition keywords. If you want to rank for higher competition ones, you'll need better links than just directory links.

Building backlinks in a manual way are going to work well. Blog comments from relevant sources is one good example. Just go to Google Alerts, enter your desired keyword and choose "Blogs" as the result type. In that way, when a new alert comes into your email, you might be the first one to comment on that recently published blog post.
