I am sure this has been covered before, but I can not seem to find any good information. If I build backlinks to my yelp, merchants circle, etc pages will it help it rank better in google? Lets say I want to blog comment it with just the keyword, will it help it will it hurt it or will it be a net zero? anyone have any comments on it, I see sometimes in small markets the review sites ranking above a business's domain.

I would like to know that as well. Does google/yelp penalize pages with backlinks?

I guess no one wants to answer, my thought is that if my yelp review, etc is not ranking now its not going to hurt to throttle it with tons of backlinks, if I am off the grid right now I guess it can not hurt.

I am actually more concerned about yelp manually penalizing business page once they discover seo related backlinks.

Google and yelp are very strict with the reviews being posted, they regularly check it if its legitimate review. I've been posting business reviews for my clients but haven't tried putting backlinks with it. If you really want to do it try another different third-party sites. You can search the list in Google.

Yes you can rank your review pages and you also should if you're able to in your market. Keep in mind though, what it sounds like you're thinking of doing is just smashing it with Scrapebox blog comments, which probably won't help you in any way.

Treat it like any other money site and get it up there.
