SEO - Google's perspective on backlinking?

I really recently was told that Google was going to essentially not count links that appear to be "manually" submitted - and that any manually submitted links should be "no-follow" links. Apparently they only want natural links to your WebPages from external sources, and that if they detect manual linking that those particular links would hold no value. Can someone tell me if there is any validity to this? I am fairly new to SEO and just started learning about the recent changes to peoples' backlinking tactics and broader strategies - but now I'm getting confused as how to successfully optimize for rankings. Any insights would be greatly appreciated.
