What are the most important factors of a link/ What is 'Relevance' really?

So, I have a link from Yell.com.
Their website is strong, but my page listing has a do-follow link from my PR n/a page to my website.

This lead me to wonder two things:

1) What are the important factors of a link? Page Authority? Domain Authority? Something else? What do you deem a valuable link?

2) And what is a 'Relevant Link' really?
For example: If I had a mobile phone website site and somebody on a cheap holiday website was looking for a mobile phone provider near them and I was linked to. Would Google see this as a relevant link or a non-relevant one from a travel website?

    Generally you want listings from directories where your listing gets some direct exposure on high PR pages. Either the homepage (very rare) or a high PR internal page (such as a category page).

    Many directories these days have such a long and messy URL structure that you get practically no SEO value at all. But perhaps that's not what people pay for when they sign up with Yell.com, so...

    My best links normally come from sites that are active, have been active for a long time and have some sort of real following (either lots of search traffic or a big social media profile - normally both).

    Often these sites end up being PR2's and 3's but that doesn't seem to matter that much. I mean a PR5+ would, of course, be better BUT these days I go for a "real" PR3 link over a PR5 network link on a dead site/blog.

    I don't think this matters all that much. Be happy when people link to your site because they find it relevant/useful.

    IMO, at the very least try to have a relevant keyword in the page title of the page that has the backlink pointing to your site/page.

    Example, you have a mobile phone site.

    The backlink page might have a page title like: <title>Verizon Alternative for Myrtle Beach, SC</title>

    Google knows the keyword Verizon is related to cell phones & cell phone service.

    The closer to or on the homepage with pagerank would be the best, as PR is outdated you can also use a combination of DA/PA/CF/TF.

    Doesn't sound very relevant to me.

    What creates relevancy from low to high:

    a) A link on a relevant page on an unrelated website
    b) A link on a relevant page on a related website

    Keep in mind that links on unrelated websites still work very well, it just looks less natural.
