Criteria For a "Crappy" link

Sup. So I've been doing a lot of research for potential link partners, mainly using MajesticSEO.
My criteria is that the site is anywhere from PR 2-4 with a Citiation flow of 20 and above, same with the trust flow. Also, is the site relevant? Is there a good amount of content? Does it look spammy? Basic stuff.
I haven't targeted PR 5 + as of yet. Maybe in due time.
