My adsense account was click bombed. Yeah.

I have since setup measures to protect against this to a certain extent for a new adsense account.

My brother signed up for the new adsense account to use on my site.

Is the website red flagged since it had an adsense publisher id that was disabled?

Or does Adsense keep publisher accounts separate from the websites they run ads on?

If so then setting up a new adsense account and placing back on the website would be a backdoor to getting going again. Of course making sure to watch the adsense account carefully from here on.

What am I missing? Or is this really the way to do it?

    You said your site was clickbombed, so what makes you think the 2nd account won't get banned? IMO the 2nd account has a higher chance of getting banned than the first account did.

      Sorta of.

      The first account was setup and not monitored. *gulp*

      The second one is fully monitored.

      I can see ads showing in the Google Adsense Sandbox so I assume the site is still okay.

    High probability that Google will detect it and your brothers account will get banned. How much does your brother value his account and your relationship?
