Google changes their rules all the time, so no need to learn the basics?

I'm constantly reading this gripe online from people who claim that since Google is constantly 'changing the SEO rules' they don't need to learn good SEO practices as they are likely to change again soon. But if you think about it, many of the things that were forbidden or frowned upon by Google five years ago, are still forbidden today including copied content, hidden text, abuse of alt tags, linking back from spam farms/directories, etc. And, the things that Google has always liked such as high quality content are still sought after today. If anything, Google has simply tweaked their algorithms so as to get better at catching webmasters who are trying to artificially manipulate Google search. When you think about it, there is no better time to learn about SEO than now, considering how the basics that were true then, are still valid today. Good content still rules. Bad backlinks will still get you in trouble. What do you think?
