is it safe to 301 direct from old .com to new .co.uk domain

I have created a new .co.uk address... i'm ranking well for it... I have an old .com site with pr 1... with the same name... the old site may have received some algorithmic penalties for keywords i'm currently ranking for with my new site... would it be worth doing a 301 redirect from the old site to the new one for the PR flow?... or is there a chance it will negatively effect my new site... my main reason for wanting to do this is... is so that people who come across the new site are automatically taken to the updated one...

    If you 301 to the new site you are also redirecting the penalty. Unless you clean up the link profile for the old site I would not redirect it. From the info you have given it will do more harm than good.
