Facebook Ads: Higher CTR = Lower CPC?

Hi. I'm following a Facebook Ads course and the narrator claims that when we use the PPC method, the higher CTR makes the CPC lower. Is that true? If it is, then what is the relationship between CTR and CPC? Is it simple (e.g. inverse relationship), or it's a complicated algorithm?

    It might be similar to google's adwords. The better an ad performs,
    the lower the CPC. It's a rewarding of good ads, at the same time
    making poorly placed ads more expensive. High QS adwords users can get
    a top ad cheaper than another's lower ad. It's all about serving the customer
    on both ends.
