Help a newb with the concept of non-spammy back links

Hi guys, i'm new here and here is my dilemma:
I've been in sponge mode, absorbing everything possible about SEO, link building and so on for about the past 6 months.
I've got a much clearer grip on things, except there's one thing I still don't get.
building up the back links
It seems like the only actual piece of advice given on this is article submission, syndication or guest posting.
but as for the article submit, spin route, everyone says, NOOOO don't do that, google will smite you down with great vengeance and furious anger.
So, how then, do I i build back links to improve my rank? i thought article samurai sounded good (i still like market samurai a lot, even tho it's buggy at times) but then i see it gets bashed into pulp here.
With the nature of my site, i translate and upload articles into Russian, as a rule, i don't produce much content personally. So i cant submit these to directories (and they're in Russian anyway).
So, how can i build my back links and have a site that does rank for my chosen key words?
I will do anything it takes to get this sh*t handed. I still have seven books on my list, but i can and will add to this.
I'll take and explore any recommendation you warriors have for me
