What is the best way to analyze backlinks to a domain?

I am looking to buy domains, my understanding is that before I purchase a domain I need to determine whether or not it has quality backlinks. This signals to me that the domain has "staying" power.
So to use an example:
Let's say I am looking to purchase a PR5 domain. The first thing I need to make sure of is that the backlinks pointing to the PR5 have x amount of PR3, PR4's or x amount of PR5's etc., so forth and so on..
What is the best/easiest way to do this? Tools to use?
