FB CPM - This is Insane

Hi,
I am using FB to get more page likes. However today I am getting some really weird CPM rates.
I set the Audiance to Australia and targeted are anime fans. I get this insanely high cpm rate :

Is it happening for you ?

Your question is not clear to me and you can change the bid amount in your image.

  Yes it is true that I can change the bid but lowering the bid will make the add receive no impressions.

This is exactly happening with me:
Suggested Bid: 3.11 - 327.67

Is this a bug? All countries are in a similar range!

If I was FB I would suggest you also paying me hundreds of $$$ CPM, why not? I want that money
