One Filipino, one site - how would you use them?

I have a Filipino (with good writing skills), who I hired to do some broken link building for me. Its not going too well at the moment, so I wanted to pick the brains of you seo experts on here.

If you had a full-time Filipino working for you, how would you get them to promote your site so you rise from the ashes in Google?

    Hmmm...

    Do e-mail outreach. Set up a template for him and reach out to webmasters as far as obtaining a link from them. But you got to put your thinking cap on and see how you can approach them. You can't be too direct. So - either you find a way to get a free link, incentive, etc. etc.

    Extract a list of URL's from your top competitors backlinks and have your "Filipino" worker send e-mails out to those individuals.

    You can also have him/her do Social Media. Although it's not SEO, bare in mind that if they post all over online, there are chances that a person FROM a Social Media network HAS a website and they naturally link your site on their site.

    Good thing you're helping out a Filipino. They're going through some crazy stuff right now with the typhoon.
