Is this legal do to do with adsense?

I would like to know if this is a violation of the adsense TOS. Hoping you can shed some ideas and opinions.

The background (Call this Site "A"):

I have a very successful forum (17k visitors per day, 7 million page views per month). Unfortunately, Google will not allow me to run adsense on it. They claim the subject matter is against the TOS. This is unfortunate because it really isn't, except being a forum sometimes a user will post about a drug or something and this is why they won't allow it. So my account is not banned, they just won't allow ads on this specific site.

The Question:

Assume I create site B, which is a normal blog or info site, and place, legally, adsense on it. Then, can I do a interstitial pop-up of site B from Site A. Not a crippled pop-up. It will be a full navigational window. Site B will be in the niche of site A, just "google safe".

Is that valid...I need to figure out how to monetize this traffic and every other ad network is useless in terms of earnings compared to Google, unfortunately.

Edit/Update: Ah, I see this is actually a violation of the ToS...cannot launch a pop-up not initiated by a user click. Ugh.

      You need to give more info, actually.

      Popups are allowed with adsense. Just not a popup
      that interferes with surfing in and out. (One could argue
      any popup does that, but they mean a user must close it,
      answer a question, etc. to move in or out)

      I don't really understand what you are doing in your post.

      Why not funnel traffic to the blog via the forum by banners
      and links?

      If your forum has that much traffic, you could sell banners on
      a rotating basis, or even static ad links.

        Placing ads in pop-up windows

        Ads are not permitted in any window that is not initiated by a user's click. Additionally, we do not permit ads to be placed in any window which lacks navigational controls, including back and forward browse buttons, and an editable URL field. AdSense ad code may also not be implemented on webpages where navigational elements have been removed.
        I'm thinking therefore (based on the first sentence) that I cannot spawn the window unless there is something done by the user to spawn the window explicitly.

        I think you're correct that a option is to have another blog or site and push traffic that way through my site in terms of advertising/links etc. Still a shame because my forum users are on their 24 hours a day so I really wish I could have monetized that baby!

      No kidding...It would have been my meal ticket out of working 9-5 with that traffic if I could monetize it with google adsense. It hurts, but I'll have to figure out other ways to leverage the traffic.

    You can use any other alternative ads in your website which might be giving you the best income. So please put your head in rock and don't confuse with Adsense. You have so many alternative ad publishing programs.

    At the end when it is pointing towards the site which google rejected, so it's defenitely a violaton. You are right nothing is better than adsense but but there are some good alternatives you can earn good income with.

      buysellads.com or a competitor of theirs (dont remeber all media buy sites). Have media buys, you'll bank way more than adsense if you get it right. You get paid per view and even more per click. Good luck -.-

        Are you still looking for an good interstitial option? We have one that is initiated with a click on the forum. Meaning the intersitial will not engage until the visitor has clicked on an link within your site. This provided for better roi for our advertisers and actually is less intrusive for your visitor since they will not be in the middle of reading something when the interstitial pops up. PM me if you are interested in more information as we do have some good advertisers for almost all sites. And if I can ask what niche is this product in?
