Wrong Keyword affects adsense ad?

Hello guys just want to ask if , does a wrong keyword that is added to your site affects your adsense ad resulting to few clicks?

My friend has a blog and it was not optimized well with the right keywords although she added her own keywords but not ranking for it , but it was ranking for another keyword. For example;

"sugar, gluten free" is the keyword that he added on her blog for a post, but since he is blogging about milk he rank for the keyword "low carb frosting". Does this affects on appearing unrelated adsense ads or does adsense show what the cookies you have on your browser.

    It's not possible to say without testing it for yourself over tens of thousands of page views. But as a general rule, AdSense tends to serve up ads based on the theme of your site. So if the theme is milk, the ads typically deal with that niche if there is enough inventory for it.

    It might also serve interest-based ads, which are what they think the specific visitor may be looking for. These might have nothing to do with your niche at all. But as to when interest-based ads appear, I'm not sure they even share this with the public.

    what I can see, google shows more ads related to your cookies (last visited pages, search terms etc.) than ads related to site content
